Title: December 16, 2025
GRAY ZONE BRIEF 16 DECEMBER 2025
GERMANY
**German authorities arrest five men
suspected of planning Christmas market attack** - German authorities arrested
five men accused of planning an Islamist-motivated vehicle attack on a
Christmas market in Bavaria’s Dingolfing-Landau region. The suspects, three
Moroccan nationals aged 22, 28, and 30, a 37-year-old Syrian, and a 56-year-old
Egyptian, were detained at the German-Austrian border. Prosecutors said the
Egyptian, believed to be an imam, called for an assault intended to kill or
injure as many people as possible. Bavaria’s interior minister credited swift
coordination among security agencies for preventing the plot. The arrests come
amid heightened vigilance following past deadly Christmas market attacks.
**Polish student detained over
suspected Christmas market attack plot** - Polish authorities detained a
19-year-old student suspected of trying to contact Islamic State and charged
with preparing an attack on a Christmas market. A spokesperson said the student
sought to commit an attack using explosives and wanted to join a terrorist
organization. The suspect was detained in late November. The spokesperson did
not disclose where the planned attack would have taken place.
YEMEN
**UAE-backed Yemeni separatists march
to another southern province, raising fears of renewed conflict **- The
Southern Transitional Council (STC), an Emirati-backed separatist group in
southern Yemen, is expanding its military operations, raising concerns about
renewed instability in the country’s long running civil war. The group’s armed
wing, the Southern Armed Forces, said its forces have begun advancing into
Abyan province after recently seizing much of Hadramout and Mahra, including
key oil infrastructure and the border with Oman. Saudi attempts to ease
tensions have stalled, as STC leaders refuse to withdraw from newly captured
areas despite their formal role within the internationally recognized
government. The moves risk fracturing the anti-Houthi coalition at a time when
the conflict with Iran-aligned Houthi forces, who control northern Yemen and
the capital Sanaa, remains largely stalemated.
INDIA & PAKISTAN
**India charges Pakistan-based
militant groups, six men over Kashmir tourist attack **- India’s anti-terrorism
agency has filed formal charges against Pakistan-based militant groups and six
individuals over an attack in Indian-administered Kashmir that killed 26
tourists in April and triggered the worst fighting between India and Pakistan
in decades. The agency accused Lashkar-e-Taiba and its affiliate, The
Resistance Front, of planning and executing the Pahalgam attack, saying the
conspiracy was traced to Pakistan after an eight-month investigation. Three
Pakistani nationals killed by Indian forces were charged posthumously, along
with others already in custody and an alleged handler. New Delhi says the
attack was backed by Islamabad, which denies involvement.
SYRIA
**Syria arrests five after shooting
claims lives of two U.S. Soldiers, American civilian interpreter** - Syria
arrested five suspects after a shooting near Palmyra killed two U.S. soldiers
and an American civilian interpreter and wounded three troops on Saturday. U.S.
Central Command said a lone Islamic State gunman carried out the ambush;
officials said the attacker was reportedly a recent recruit of the security
forces flagged for extremist views and was to be dismissed. Washington and
Damascus pledged continued cooperation against ISIS, while President Donald
Trump warned of “very serious retaliation.” The incident underscores risks as
the U.S. backs Syria’s new government.
AUSTRALIA
**Fifteen killed in Australia’s Bondi
Beach terrorist shooting **- Two gunmen opened fire at a Hanukkah celebration
in Sydney’s Bondi Beach on Dec. 14, killing at least 15 people and wounding
more than 30 in Australia’s deadliest mass shooting in decades. Authorities
identified the attackers as a father and son; Sajid Akram, 50, was killed at
the scene, while Naveed Akram, 24, was critically injured and hospitalized.
They used licensed firearms in the attack. Police found explosive devices
nearby and declared the assault a terrorist attack targeting the Jewish
community. Among the victims was a 10-year-old girl, a Holocaust survivor, an
Israeli citizen, and a French national. Officials warned of Iranian-linked
plots against Australian Jews, while Israeli Prime Minister Benjamin Netanyahu
blamed Australian Prime Minister Anthony Albanese for fostering antisemitism.
He said he had previously warned Albanese that recognizing Palestinian
statehood “pours fuel on the antisemitic fire,” rewards Hamas, and emboldens
extremists. Albanese condemned the attack and convened Australia’s national
security council.
**Australia Investigated Bondi Beach
Terrorist for ISIS Ties ….But Determined He Carried No Threat** - Australian
authorities held a six-month-long investigation into one of the Bondi Beach
terrorists for his links to ISIS but determined he wasn’t a threat and allowed
his household to keep six firearms. The Australian Security Intelligence
Organization (ASIO) investigated 24-year-old Naveed Akram in October 2019
because of his connection to Isaac el Matari, who was arrested that year for
planning a terrorist attack as the self-proclaimed leader of the Islamic State
in Australia, the Australian Broadcasting Corporation (ABC) reported. Matari
was part of an ISIS cell in Australia with several other Sydney men who have
been convicted of terrorist offenses and were close to Akram, according to ABC.
Prime Minister Anthony Albanese confirmed the investigation but said ASIO
determined there was no ongoing threat. Authorities now believe that both Akram
and his father, Sajid, had pledged allegiance to the Islamic State. Two ISIS
flags were found in their vehicle near the attack, one of which was visible on
the car’s hood, according to authorities.
ISRAEL
**Israel Probes Possible Iranian Role
in Deadly Bondi Beach Shooting** - Israeli authorities are investigating
whether Iran played a role in the Bondi Beach mass shooting. Intelligence
sources reportedly warned that Tehran has targeted Jewish communities abroad
through weapons smuggling and online radicalization. The inquiry also examines
possible links to Hezbollah, Hamas, and Pakistan-based Lashkar-e-Taiba. A
senior U.S. official said Washington would support Israel’s right to retaliate
if Iran were found responsible. The attack follows earlier Australian claims
that Tehran orchestrated antisemitic arson incidents on its soil.
CALIFORNIA
**FBI foils New Year's Eve terror plot
across southern California, officials say** - A suspected New Year's Eve terror
plot by an extremist group has been foiled by federal authorities in Los
Angeles, officials say. Four alleged members of the Turtle Island Liberation
Front - an offshoot of a pro-Palestinian anti-government group - have been
arrested on suspicion of planning a coordinated bombing attack in at least five
locations across southern California, the FBI and LA law enforcement said on
Monday. The suspects were apprehended last week while traveling to the desert
east of Los Angeles to test improvised explosive devices, officials said. The
FBI believes it has "disrupted the plot", but an investigation to
identify other potential suspects is ongoing.
GZB INFOCUS: Defining The U.S. Power
Grid
The electricity grid is a complex
machine in which electricity is generated at centralized power plants and
decentralized units and is transported through a system of substations,
transformers, transmission lines and distribution lines that deliver the product
to its end user, the consumer.
Fuel and coal as well as nuclear
energy, power the grid. Even a disruption in pipelines could potentially affect
our electric grid.
Other utilities such as water
treatment plants, locks and dams on our country’s waterways, so “power grid”
includes more then just electric and affects our daily lives greatly — the
ability to flip on a light, to flush a toilet, to take a shower, to have heat
or air conditioning — to keep our food frozen or cool.
Here’s and example of a gas pipeline
attack.
2021 COLONIAL PIPELINE HACK
The high-profile cyberattack on a
major U.S. pipeline was a ransomware incident targeting the Colonial Pipeline
in May 2021, carried out by the Russia-based criminal hacking group known as
DarkSide. The attack caused significant fuel shortages and panic buying across
the southeastern United States.
Details of the Incident:
• Target: The Colonial Pipeline is the
largest refined petroleum products pipeline in the United States, transporting
gasoline, diesel, and jet fuel from refineries in Texas to the New York Harbor,
supplying approximately 45% of the East Coast's fuel.
• Attack Method: Hackers gained access
to Colonial Pipeline's network using a compromised password for a legacy VPN
account that lacked multifactor authentication. They infected the company's
business systems with ransomware, which encrypts data and makes systems
inoperable until a ransom is paid.
• Impact: Although the operational
systems controlling the flow of fuel were not directly compromised, the company
proactively shut down the entire pipeline system to prevent the malware from
spreading, halting all operations for nearly a week. This led to widespread
fuel shortages, price hikes, and President Joe Biden declaring a state of
emergency in 17 states and Washington, D.C., to facilitate alternative
transportation of fuel.
• Ransom and Recovery: Colonial
Pipeline paid the hackers a ransom of 75 bitcoins (worth approximately $4.4
million at the time) to receive a decryption key. The Department of Justice
later announced it had successfully recovered approximately $2.3 million of the
ransom payment.
• Attribution: The FBI confirmed that
the Russian criminal group DarkSide was responsible. While the hackers claimed
to be apolitical and motivated by profit, not state-sponsored disruption, the
incident highlighted the vulnerability of U.S. critical infrastructure to such
attacks.
